The European Commission has initiated a review of the anti-subsidy tariffs currently applied to electric vehicles produced in China by Volkswagen. This assessment could pave the way for replacing the existing duties with a minimum price undertaking, as outlined in the EU official journal on Thursday.

The Commission previously imposed tariffs on China-built EVs in October 2024. It has now indicated it has received a potential binding offer of an undertaking from VW Anhui, VW’s majority-owned joint venture with China’s JAC Automobile Group. The review will determine whether this undertaking is acceptable and practical to implement.

Volkswagen redirected Reuters’ request for comment to its Spanish subsidiary Seat, which markets the Tavascan all-electric SUV produced in China under the Seat and Cupra brands. A Seat spokesperson did not immediately respond.

The Anhui plant operates as a joint venture in which VW holds a controlling stake with JAC. Under EU rules effective since October 2024, exports from the Anhui facility are subject to a 20.7% tariff. Seat and Cupra have characterized this tariff as a significant threat to their brands’ competitiveness in Europe.

In April, the Commission announced ongoing discussions with China about possibly switching from tariffs to minimum prices for Chinese-made EVs. The idea is to set a floor price that would be as effective and enforceable as the current duties, though reaching that balance remains a work in progress.
